the government announces bonuses for “mobilized” civil servants

The government is trying to ease social tensions linked to the Olympic and Paralympic Games in Paris. Guest, Saturday March 9, on Franceinfo, the Minister of Transformation and Public Service, Stanislas Guerini, provided details on the financial compensation granted to agents who will be “mobilized” for the preparation and holding of this double event, from July 26 to August 11 then from August 28 to September 8. These clarifications are provided while several unions are threatening strikes during the events. Beyond the unmet expectations on remuneration, the public authorities are criticized for a form of unpreparedness, for failing to have sufficiently orchestrated the dialogue with worker representatives.

On Franceinfo, Mr. Guerini indicated that state agents who will be on deck during the Olympics will receive bonuses of 500, 1,000 or even 1,500 euros. These amounts were provided for in a November 2023 circular signed by Elisabeth Borne, then head of government. On Saturday, the Minister of the Civil Service explained that the level of bonuses will be modulated according to several criteria which are detailed in a “education project” addressed, the same day, to the unions. This text, which The world obtained, completes the November 2023 circular, with new measures: increase in the number of compensated teleworking days, granting of universal service employment checks for childcare, opening of places in crèche, etc. All of these provisions would amount to hundreds of millions of euros, says Mr. Guerini’s entourage, without providing further information.

“The whole country wants there to be no strikes [durant les JO] »launched the Minister of the Public Service. “His words undoubtedly reflect concern”, reacts Frédéric Souillot, general secretary of FO, alluding to the strike notices that his civil servant federations have recently filed for periods up to the end of the Paralympic Games. Co-responsible for the Federal Union of State Unions-CGT, Céline Verzeletti affirms that similar initiatives will be taken by her troops.

“Open discussions seriously”

“To those who think that employee organizations are using the Olympics to advance demands on remuneration, I respond that it is not only the subject of financial rewards that is at stake”, confides Mr. Souillot. The boss of FO and several of his counterparts observe that many questions have not been resolved at this stage: transport and accommodation of agents from outside Ile-de-France who will come to the Paris region to lend a hand during the events , compensation granted to workers who will be placed on partial unemployment, their company having to suspend their activity because they are located in one of the security perimeters, etc.
