The government promises 500 million for the forgotten of Ségur

It is act 2 of the Ségur de la santé, but not the final act. Caregivers, nurses and now specialized educators, speech therapists, occupational therapists, psychomotor therapists, dieticians… Prime Minister Jean Castex announced in a press release, Friday May 28, the extension to 90,000 employees of the monthly salary increase of 183 euros provided for in the Ségur de la santé agreements of July 2020. This mainly concerns professionals who work with people with disabilities and in home nursing services. This expansion stems from two agreements signed on Friday between the ministers concerned, employers and unions. The impact of these revaluations is estimated at nearly 500 million euros per year for the State. They are in addition to the 6.5 billion allocated to 1.5 million employees.

Signed in July 2020, the initial Ségur agreements were intended to grant salary recognition to staff in hospitals and nursing homes, on the front line during the health crisis. But the government has created a distortion of wage competition at the expense of caregivers working in the medico-social sector. The establishments of the non-profit private sector thus recorded resignations of agents attracted by the hospital or the nursing homes and the vacant positions multiplied there. “A nursing assistant in a hospital or nursing home could not be better paid than one who works, for example, in a nursing home for disabled people. The commitment made by the government on Friday was a question of equity and social justice ”, welcomes Sophie Cluzel, Secretary of State responsible for disabled people.

The negotiations to lead to this extension were led by the former director general of the regional health agency of Nouvelle Aquitaine, Michel Laforcade, commissioned in December 2020 by the Prime Minister. One of the two agreements signed on Friday concern 18,500 caregivers of so-called “autonomous” public social and medico-social establishments and services, that is to say not attached to a health establishment or nursing home. The revaluation of 183 euros will come into effect for them on 1er October.

A unique collective agreement

The second agreement targets 64,000 professionals from establishments for disabled people and home nursing services for whom the increase will be effective as of 1er January 2022. On that date, the increase will also apply to 9,000 professionals in addiction treatment structures.
