The context

  • More than a month after embarking on a military invasion of Ukraine, the russian army announced on Friday that it was going to concentrate its efforts on the east of the country, for the “liberation of Donbass”. Since 2014, this region has been partly controlled by pro-Russian separatists. Moreover, Moscow acknowledged that 1,351 of its soldiers had died since the beginning of the military attack.
  • A senior Pentagon official claimed that Ukrainian forces had launched a counteroffensive on the city of Kherson (South), the only major urban center conquered entirely by forces from Moscow, which is now “contested”.
  • According to a report from the town hall of Mariupolmore than 2,000 civilians were killed in the besieged city and, according to Ukrainian President Volodymyr Zelensky, some 100,000 people are still stranded there. Emmanuel Macron announced that France, Turkey and Greece would lead “a humanitarian operation” evacuation of civilians from Mariupol “in the next few days”.
  • The French president, who must meet with Vladimir Putin “within forty-eight to seventy-two hours”also announced that the European Commission will be able to make joint purchases of energy.
  • According to Unicef, the first month of war in Ukraine caused the displacement of 4.3 million children, more than half of the country’s 7.5 million children. Of these displaced persons, 1.8 million have joined neighboring countries as refugees and 2.5 million have remained within Ukrainian borders.
  • The talks between Kyiv and Moscow are “very difficult”said Ukrainian Foreign Minister Dmytro Kuleba. “The positions converge on the secondary points. But on the main [questions] politicians, we are treading water”released Vladimir Medinski, the chief Russian negotiator.
