The deconjugalization of the disabled adult allowance (AAH) was voted by the deputies on the night of July 20, 2022 during a debate on the bill concerning purchasing power. But all recipients will not be winners with this measure, which no longer takes into account the income of the spouse in the calculation of the amount of this aid.

During the debates on the bill for purchasing power, the deputies voted on Wednesday July 20 to deconjugalize the disabled adult allowance (AAH). In the households concerned, the income of the spouse will therefore soon no longer be taken into account to calculate the amount of the allowance paid to the disabled person, reports Capital.

This measure had been requested for a long time by the associations, because it prevented many people receiving the AAH from getting married or joining a civil union, a union which would have caused them to lose the allowance. But it should not only make people happy: there would be, according to Capital between 45,000 and 50,000 losers if the measure passes.

A possibility of maintaining conjugalization

The majority of losing beneficiaries are those receiving an income in addition to the AAH and whose spouse has low income. The amount of the allowance was until now calculated for them according to the threshold of 19,979 euros of income in order to receive the full rate aid. From now on, the amount will be calculated in relation to the individualized threshold of 11,038 euros. However, income from the allowance can exceed this threshold, and therefore lower the amount of the allowance.

Of all the potential losers from the reform, 21% of them would not even be eligible for this aid at all. Faced with these different scenarios, an amendment was voted giving recipients the possibility of deciding whether or not they wish to benefit from the deconjugalization of the AAH, so as not to penalize certain households.

On the side of the winners, 196,000 recipients living as a couple who should benefit from a positive and significant increase in the amount of the AHH. For 20,000 other French people, the measure will have no impact, positive or negative. The debates on the measure must continue in the Senate, for an application of the reform no later than October 1, 2023.
