The mixed results of the training plan for the unemployed

The government has made considerable efforts to train the unemployed, but the results of its action are, at this stage, mixed. This is what emerges from the report presented on Thursday 25 November by the scientific committee responsible for evaluating the skills investment plan (PIC). Implemented for a little over three years, this ambitious program has, for the moment, not produced any major impact in favor of people with little or no qualifications.

Presented at the end of 2017 and actually launched in the months that followed, the PIC is supposed to train, over five years, a million job seekers with a very low level of qualification and a million young people removed from the world of work. Nearly 15 billion euros are planned to materialize this campaign promise of Emmanuel Macron.

This approach has contributed to the net increase in “Entry into training” of individuals seeking a position: 1.018 million in 2019, up from 805,000 two years earlier. The PIC has resulted in the establishment of several “National programs” support (“Skills preparation”, “Apprenticeship preparation”), the increase in load of which has been beneficial, some 113,000 women and men having been referred to these fields in 2019.

Unfortunately, the dynamic was shattered in 2020 by the recession linked to the Covid-19 epidemic: the number of interns fell by 200,000 in one year, due in particular to the “Closure of organizations” who welcome them. A fall, however, offset by the jump in the number of “Job seekers” who have mobilized their personal training account (CPF) in order to ” autonomous “. But this device is not part of the PIC and “It focuses heavily on short training”, as the report notes, while the aim of the executive is to favor qualifying and long-term courses.

In total, nearly 1.11 million actions were provided in 2020 to develop the skills of job seekers (taking into account the CPF). The probability of obtaining an internship in the year following job loss has increased for the unemployed, while remaining low: from 8% in 2017, it rose to 11% in 2019.

Today, people who do not have the baccalaureate integrate more easily than before the training system, thanks – in particular – to “National programs”. But it’s not them “Who have benefited the most from the increase in admissions (…) on the field of vocational training trainees ”, underlines the scientific committee. Their share hardly changed during the period studied: around 52%, whereas they represent 56% of job seekers.
