The flagship measure of the bioethics bill and the promise of Emmanuel Macron's mandate, medically assisted procreation was voted for all on Wednesday July 29 at the National Assembly. The text passed broadens the PMA to single women and lesbian couples.

It's go again ! The National Assembly once again passed the law in favor of medically assisted reproduction despite opposition from the right. Examined at second reading, the text received 66 votes against 27, including three abstentions.

A big step forward

Medically assisted procreation makes it possible to have a child using different medical techniques such as artificial insemination or in vitro fertilization. This reproductive technique was only reserved for heterosexual couples whose infertility is confirmed by doctors. It is now extended to lesbian couples and single mothers.

This measure was debated at length in the hemicycle, in particular by right-wing opponents who saw it as a "disguised surrogacy" or even a "commodification of procreation". The Minister of Health Olivier Véran therefore opposed them that “love is the basis of a family home”. The only victory for the opposition: the vote of an LR amendment specifying that it is indeed a couple composed of two people.

Social security reimbursement

More good news! As for heterosexual couples, assisted reproduction will be reimbursed by social security. A very great progression is therefore to be noted.
This free measure, formerly reserved only for heterosexual couples, was seen as discriminatory against lesbian couples and single women wishing to have a child. Marlène Schiappa, former Secretary of State for Gender Equality, explained on franceinfo that " If there were reimbursement systems depending on whether you are heterosexual or homosexual, that is quite outrageous, so yes it will be well reimbursed for everyone ".
