The previous owner was exempt. Can I take advantage of it?

For the construction of a new house, it is possible to be exempt from property tax for two years. But what happens if you buy this property during this period of time? Can you take advantage of this exemption? MoneyVox responds Vivi.

Question from Vivi

Hello, a year ago we bought a new house less than two years old which allowed the owner to be exempt from property tax. As new owners, can we take advantage of this exemption? What steps should be taken? Thank you for your response.

Hello Vivi, thank you for your question and congratulations on your purchase. Indeed, when you build a new house (or you buy off plan) you can request to be exempt from property tax for the first two years following the final completion of the construction. It is therefore normal that the previous owner benefited from this exemption.

Can you take your turn, Vivi? The answer is yes.

First of all, the two-year exemption for new construction is partial, recalls David Dricourt, director of the tax optimization firm Fiscallia. It applies to part of the land tax, the departmental share and the special equipment tax (TSE) which helps finance the construction of important local projects. To benefit from it, you must fill out the so-called H1 form within 90 days following the date of completion of the work. In the case of the MoneyVox reader, she buys a good which remains affected by this situation. She will therefore benefit automatically, until two years following the declaration, since the previous owner was eligible. The transfer is made directly by the tax administration, regardless of income.

Other cases of property tax exemption are possible, such as energy renovation work. A possibility that should not be overlooked at a time when property tax amounts are soaring in 2023. Large cities are particularly concerned since in Paris the municipal rate taken into account in the calculation of the bill increases by 51.8% when it jumps by 25% Grenoble or 9% Lyon.
