Socialist deputies have tabled a bill to combat the “tax niche” of platforms like Airbnb, accused of accentuating the “housing crisis in tourist areas”, they announced on Tuesday.

On the initiative, the elected representative of Pyrnes-Atlantiques Inaki Echaniz insists on the rental tensions in the coastal territories as in his constituency of the Basque Country and Barn.

The PS deputy rebounds on recent remarks by the leader of the Renaissance deputies Aurore Berg before the Abb Pierre Foundation on the scourge of Airbnb: it is not normal that we have a tax loophole which surplus the fact of renting out in tourism, Ms. Berg had estimated, opened the abolition of the surcharge.

The Socialists want in their bill to remove a tax gift that creates an inequality between seasonal and long-term rentals, explains Inaki Echaniz.

In practice, this would mean excluding furnished tourist accommodation from a tax reduction system provided for the benefit of the non-professional industrial and commercial micro-benefits system.

An exception would be maintained for rural lodges, in an attempt to raise LR reservations on the issue, the Socialists said.

The text also intends to tighten the rental conditions for tourist accommodation, with compulsory registration in a national register. And wants to lower from 120 to 60 the number of rental nights authorized for main residences.

Inaki Echaniz would also like to fight the growing fraud in mobility leases in tourist areas, when landlords impose leases of nine or ten months on traditional tenants to recover their homes in the summer and rent them at a high price on Airbnb.

The PS deputy finally suggests an additional tax lever in favor of communities in rental tension, by extending the benefit of the housing tax to secondary residences.

The Socialists have no guarantees at this stage on the inclusion of their text on the agenda of the Assembly, but they claim to seize it during a transpartisan week in May or June.

Amendments on the same subject had received an unfavorable opinion from the government during the budget debates in the autumn.
