The rape of children in webcams, a blind spot in the fight against pedocrime

“She does what you want during the babe show, the young girl wants to please you, show her body, naked show and the whole body…” This is one of many messages, signed with the pseudonym “I love my kids”, that a 25-year-old Filipina, living in the suburbs of Manila, sent between 2017 and 2018 to a North American man.

Flirting messages sometimes, requests for regular financial aid to pay ” the rent “ or the ” electricity bill “ Also. A few video calls that often ring blank. But also selfies “with the children”, occasionally. This is not a long-distance relationship, but the sexual exploitation of a 9-year-old Filipina child, forced by her family to show off in front of the webcam for Westerners for payment.

These “shows”, online and live videos, also called “live streams” of sexual violence against children, have grown steadily over the past ten years around the world, including in France. With the pandemic due to the coronavirus, the phenomenon has grown even more: confinements have exacerbated intra-family violence, while pedocriminal travel plans have been thwarted by the closure of borders and the world cradles of the pimping of minors, impoverished by the crisis, have all turned to streaming. With the breakthrough of remote video, the profile of criminals has evolved.

Because the children are thousands of miles away and the meeting takes place online, the consumers of these live streams put their participation into perspective and do not hesitate to sponsor increasingly violent acts. “This has allowed profiles of pedophile criminals who, until then, were confined to downloading images (…) to go even further in the commission of the facts”explains Barthélémy Hénuier, prosecutor at the Paris juvenile prosecutor’s office between 2018 and 2021. He also notes that the use of streaming may have facilitated the passage to the act of offenders who are not very agile on digital.

“I love my kids” does not communicate with its customers on secret messaging or by browsing the dark web (hidden or unreferenced websites), but by Facebook Messenger or Skype, services that Filipinos use daily on their smartphones. Many Filipino child traffickers meet Europeans and Americans on pornographic forums and websites or even by sending friend requests on Facebook.
