Lhe incentive to resume a professional activity is to be handled with care, because there is always the feeling of accusing the unemployed of preferring their situation to the resumption of employment. And yet talking about it is not condemnable. Similarly, associating the terms of compensation with the economic situation is not a bad idea. These two bases of the reform proposed to the public are therefore legitimate.

It’s all about measurement and implementation. But above all, these proposals must be associated with real career development prospects for each employee, whether young or old. This necessarily involves a major break in behavior. Train, train, train, this must be the new motto of French society if it wants to bounce back.

Let it not be said that the country cannot bear the reforms and that if they take place, they are of very little use. Without the last four major pension reforms implemented, it is likely that their weight in GDP would be four points higher, which would obviously pose a major generational problem.

Major problems on both labor supply and demand

Regarding the labor market, the reforms undertaken since 2017 have clearly played a role in the creation of more than 1.4 million jobs over the past five years. In its study published on November 15, the Adecco group predicts the creation of nearly 4.5 million jobs in France over the next twelve months, particularly in so-called “in tension”in particular catering and technical-commercial services.

In detail, 43% of recruitments, or nearly two million, would be on permanent contracts and 30% on fixed-term contracts. The rest would be either full-time interim contracts or internships and apprenticeship contracts. But this is only a forecast, certainly promising, but in fact faced with major problems both in terms of labor supply and demand.

The government’s proposal only concerns the modification of the parameters of unemployment coverage and this is insufficient, even if we can start from two observations that are difficult to refuse. The first is that some job seekers only speed up their search at the end of the entitlement period. The second is that, obviously, the unemployed must be all the better protected if the situation is unfavorable and vice versa.
