“The real solidarity lease [BRS] allowed me to buy a three-room apartment for the price of a two-room apartment on the traditional market. This 65-year-old retiree has just moved in with his wife and their son on the third and penultimate floor of a small building located in Romainville (Seine-Saint-Denis), on the edge of Lilas, northeast of Paris. . He likes the double exposure of the apartment, its balcony with an orange sun visor, the zinc roof “reminiscent of the traditional architecture of Paris”. He appreciates that the condominium is ” at Human scale ” and located in a suburban area, close to shops and a future metro line 11 stop. And he is happy to” to try “ the BRS.

Inspired by a system born around sixty years ago during the civil rights movement in the United States, and created in France by the law for access to housing and renovated urban planning (ALUR) of 2016, the lease real solidarity consists in dissociating the land from the building, in order to reduce the purchase price. Daniel Henry has signed a 99-year lease with the solidarity land organization (OFS) owner of the land, and pays it a monthly fee, set here at 1.48 euros per square meter. The BRS also benefiting from a reduced VAT rate of 5.5%, the pensioner bought his apartment 30% cheaper than the market price.

These benefits are subject to several conditions: the purchaser undertakes to make the accommodation his main residence; he must have a modest income (for Daniel Henry’s apartment, located in zone A – very tense – and having three occupants, they cannot exceed 53,440 euros per year), and he can only bequeath or resell it to a person whose income is also below the ceilings.

The resale must be carried out without capital gain: the purchase price can only be increased by the construction or rent price index, and by part of any work carried out. With the guarantee of a repurchase by the OFS if no buyer was found.
