“the scandal” of the flat rate charges which penalizes tenants’ energy bills

The CLCV (Consommation Logement Cadre de Vie) association is calling for an increase in the flat-rate APL charges, to help households cope with increases in their bills.

Increase in energy bills and unpaid bills

The association regrets that this package “which helps support families with part of their bills (water, electricity, heating)” has increased very little while “the last few years, weighed down by Covid and then the crisis energy, weigh heavily on purchasing power. The French are having to bear a considerable increase in their energy bills.”

“The electricity bill, for example, has exploded by 200% since 2006, including 45% in the last two years. » As a result, according to the association, “all tenants find themselves caught in the face of ever-higher bills”. The CLCV also highlights the increase in unpaid debts. In the social sector for example, in February 2024, 25% of tenants were unpaid whereas they were only 3% in 2020, according to the Social Housing Union (USH).

58.08 euros flat rate charges

APL amounts on average to 219 euros per month and per household. Their amount includes the fixed charges which was set at 58.08 euros per month in 2023 for a single person or a couple without dependents (+ 13.17 euros per dependent). In 18 years, it has only increased “by 21%, compared to 40% for inflation over the same period”, indicates the association.
