The State injects 130 million euros to develop third places

Aware of ” Societal phenomenon “ represented by third places, the State has decided to strengthen its financial support for their ecosystem to the tune of 130 million euros. On the occasion of a trip to Colombelles, in Calvados, Friday August 27, in the company of four ministers, the head of government, Jean Castex, was to announce several measures to support the development of these spaces, where a wide variety of actors work and carry out projects with an economic or social vocation.

Paris will notably release 30 million euros from the “France Relance” plan to support the creation of 100 “local factories” and encourage project leaders to get started with the support of the State: these shared workshops will welcome craftsmen. who wish to pool their tools, in particular expensive CNC machines. Pastry chef Pierre Hermé will sponsor these factories, which will very soon be the subject of a call for expressions of interest (AMI). They will then be selected by the National Council of Third Places.

As part of his trip, the Prime Minister was to receive the last report of the France Tiers-Lieux association, by its president, Patrick Levy-Waitz. This association, born a little over a year ago, is the result of a first report published in 2018, devoted to the emergence of coworking: it resulted in the interministerial program “New places, new links”, deployed by the National Agency for Territorial Cohesion (ANCT). The latter included in particular the financing of 45 million euros, since 2019, of 300 “factories of territory”, model third places which make it possible to structure the sector in their region. Some 252 factories received 150,000 euros over three years, and the National Council of Third Places was to relaunch an AMI for 30 additional places.

The government wishes to emphasize the local dimension of these spaces, often supported by local authorities. The 100 local factories will be distributed throughout France, and each department will have one. “A third place is first and foremost a place located in a territory and the fruit of a project led by local actors, which creates social links”, one indicates to the ministry for the cohesion of the territories.

The government also intends to invest 50 million euros to develop vocational training there, 20 million to finance civic service for 3,000 young people, and 15 million to recruit digital advisers and buy equipment. More broadly, third places can be at the crossroads of various aspects of the recovery, estimates the government: they host connected campuses to allow young graduates to study a university course online, rooms that can host Micro-Folies (cultural centers) of the Ministry of Culture, and others from counters attached to France Service houses (public service centers).
