The technical control of two-wheelers will come into force gradually from “early 2024”, says the government

It will become mandatory so “progressive according to the age of the vehicles” from “early 2024” and it will be “cheapest and simplest possible” says the Ministry of Transport. The contours of the technical control for two-wheelers were specified, Saturday, June 24, by the government.

1er June, the Council of State had given two months to the government to define the methods organizing this technical control, in accordance with a European obligation dating from 2014, but never applied in France. A draft decree and a draft order will be submitted for public consultation from June 26 until July 22, according to a press release.

The staggering of the entry into force, “until 1er January 2027 », “will avoid a bottleneck” in control centers, according to the ministry. The oldest, registered before 2017, will have to be checked first, said the Minister of Transport, Clément Beaune, in a media interview Raw published Saturday.

Conversion premium

The subject has fueled the anger of bikers who have demonstrated several times against such an obligation in recent months in several cities in France, including Paris. The government wants to include in the device the two-wheelers whose size is less than 125 cubic centimeters, “because they present a high accident rate and can also be the source of significant air or noise pollution in the city”. It excludes, on the other hand, motorcycles for sports use, which are not supposed to circulate on public roads.

Clément Beaune, quoted in the press release, wants the device to be “the cheapest and simplest possible for two-wheelers”. A discussion is “engaged with technical control professionals to encourage them to charge low prices”says the ministry.

The control should bear “in all areas of control (safety, atmospheric and noise pollution)”but will be “strongly simplified” compared to cars, with a number of checkpoints divided by four. The Ministry of Transport estimates the number of two-wheelers affected at four million.

Mr. Beaune also points out that a “a very significant two-wheeler conversion bonus will be put in place, up to 6,000 euros for assistance with the purchase of an electric or very low-polluting vehicle”.
