In a joint press release which comes to weld the front, the six representative organizations of liberal doctors (the CSMF, MG France, Avenir Spé, the UFML, the FMF and the SML) made it known, Thursday, January 19, that they “suspended” contractual negotiations undertaken with the Assurance Maladie. Key negotiations: they bring into play, every five years, the conditions of exercise and remuneration of the entire profession.
A few hours earlier, the National Assembly had voted, in first reading, a bill carried by the presidential majority introducing a ” direct access “ (without medical prescription) to several paramedical professions. A text in which the government has passed an amendment to “territorial commitment” doctors, entrusting the “conventional partners the care of better recognizing” those who “invest themselves” in this sense. A lever to fight against medical deserts, according to its promoters. A “a way of bypassing negotiations, an attack on social dialogue”, storm Agnès Giannotti, president of MG France.
Even before arriving in public session, the bill (PPL) carried by the Renaissance deputy for Loiret Stéphanie Rist, had led the union spokespersons to raise their voices, to denounce, that a “two-tier medicine”which a “low cost medicine”, who, again, a “medicine without doctors”. The text gives patients the possibility of directly consulting so-called advanced practice nurses, physiotherapists and speech therapists on the condition, however, of a coordinated exercise with a doctor.
Next step: the Senate review on February 14. But at this time, the conventional negotiations will have to be almost finalized: the new contract with the Health Insurance must be concluded at the end of February. In any case, this is what the initial schedule provides. “The liberal doctors demand that the negotiation not be done under constraint and that the agreement retains its full value”, write the six unions in their collective press release, under an offensive title, “PPL Rist: No to the end of paritarianism”. They demand resources “in relation to the real health needs of the population”. And pinpoint, above all, conventional negotiations “put under supervision of several legislative texts”.
Other parliamentary initiatives
In the long-term fight decreed by the State against medical deserts, at a time when 6 million French people do not have a doctor, other parliamentary initiatives are emerging. In the majority, the Horizons group calls for stricter rules for the installation of doctors in areas already provided. In a cross-party logic, the socialist Guillaume Garot, deputy for Mayenne, intends to defend a bill already signed by 150 elected officials from different groups“arrowing” liberal doctors and dental surgeons towards medical deserts. If he does not obtain his inclusion on the parliamentary agenda, he projects a “tour of France against medical deserts”, who would leave Laval – a city of which he was mayor – at the beginning of February.
