Worried about the possible closure of one of the two emergency sites of the Bordeaux University Hospital, the FO and CGT unions have filed an indefinite strike notice which begins on Tuesday.
Le Figaro Bordeaux
“The strike notice was filed as a strategy to put pressure on management and be vigilant about the possible reassignment proposals it will make to agents.“, recognizes Pascal Gobert, carded at Force Ouvrière (FO). The union branch of the Bordeaux University Hospital, together with the CGT, launched hostilities, which begin on Tuesday. In question, the possibility of the closure for six months of the emergency site of Pellegrin or Saint-André which is looming, in the absence of sufficient staff to ensure its operation. A news formally denied by the management to the Figaro mid-March, which referred to “tracks of organizations worked on in anticipation of the summer period“.
“This will not change anything in the operation of emergencies“, admits the FO union official. “For the past month, there have been strikes every week, the agents are losing money and since we are already understaffed, they are assigned“, he specifies. Other “complexity“: these carers must declare themselves 48 hours before their action to guarantee the continuity of the public service. David Vasseur, the secretary general of the departmental group of FO Health Services, adds: “It is a service where it is difficult to recruit, where sick leave is increasing and when people are on strike, it is in position. Thus, while five strikers were requisitioned in the Saint-André emergency room, there are none on the Pellegrin site.
Negotiations
The challenge for the intersyndicale is above all “to initiate negotiations»: with the filing of this strike notice, the management of the Bordeaux University Hospital is obliged to receive them within five days. The FO and CGT representatives nevertheless refused the meeting offered to them. “If it’s to present us with the same inventory as last week, it’s not worth it“says Pascal Gobert.
Staff representative for the Sud Santé union, Gilbert Mouden is skeptical about the tactics adopted by his colleagues. “Filing a strike notice to file a notice does not make sense. It won’t have an impact because the agents won’t mobilize : they are waiting to know more about the scenario recorded by the management“, he argues. While warning:If it announces a closure, there will be a strong mobilization. But here, we don’t know.»
Chaired by Pierre Hurmic, the mayor of Bordeaux, the CHU supervisory board is due to meet on Tuesday. On the eve of this cenacle, the hospital center provides the Figaro “work actively to maintain all these emergency sites this summer“. He also concedes that “discussions are continuing to adapt the organization of emergencies at the Bordeaux University Hospital“. By the end of 2023, the Pellegrin emergency site will indeed be impacted bymodernization works“. Information points will be organizedin the next few daysto clarify the terms of these scenarios for caregivers.
