Tribune. In France in 2021, two or three children per class would be victims of incest. While, this November 20, is celebrated the International Day of the Rights of the Child, this figure – one among dozens – should ask us about the application in France of article 19 of the International Convention on the Rights of the Child.
This article provides in particular: “States Parties shall take all appropriate legislative, administrative, social and educational measures to protect the child against all forms of violence (…), including sexual violence (…). These protective measures should include, as appropriate, effective procedures for establishing social programs to provide the necessary support to the child ”.
Not a day goes by without a personality revealing having been a victim of violence. The issues linked to the appropriation of one’s body and to respect for that of others are indeed at the heart of the news, whether they are testimonies on social networks, books or reports of authority such as the Sauvé report. However, it must be noted that the public debate is slipping, bogged down in a doctrine and an operation which no longer has to be on the legitimacy of national education to fulfill its duty of prevention in this matter.

Taking note of this reality, the public authorities have joined the tasks of national education, sex education since 1973 before it was framed in 2001, by an article of the education code. It makes information and sex education compulsory from primary school to high school at the rate of at least three sessions per school year.
In July 2018, Marlène Schiappa, then Secretary of State in charge of equality between women and men, sent a circular to the rectors of the academy to apply an already existing law. Symbol of failure.
Being unevenly applied and with contested content, these teachings aimed at ensuring a true culture of dignity between the sexes have missed the boat. Worse, the legitimacy of national education to sensitize future citizens seems to be declining.
