Toul: an inmate entrenched on the roof of the prison surrenders

A 25-year-old detainee, who had entrenched himself on the roof of the Toul detention center in Meurthe-et-Moselle early Tuesday afternoon, surrendered to the Strasbourg regional intervention team “after negotiations”. The detainee had taken refuge on the roof of the prison to denounce his conditions of detention, according to “L’Est Républicain”.

A 25-year-old detainee who had taken refuge on the roof of the Toul detention center in Meurthe-et-Moselle on Tuesday early afternoon, surrendered to the Strasbourg regional intervention team ” after negotiations”, announced the prison administration. “There are no injuries and the detainee has been placed in the disciplinary unit: he will soon go to immediate appearance,” added the administration.

The regional intervention and security team (Eris) had arrived from Strasbourg in the afternoon. The detainee had climbed onto the roof around 2 p.m., said a police source, adding that police and firefighters were also nearby. According to information from L’Est Républicain, the detainee had taken refuge on the roof of the prison to denounce his conditions of detention and had thrown tiles at the firefighters, who intervened first.

Last year, on July 8, 2021, another detainee took refuge on the roof of the detention center. He was arrested more than seven hours after the start of the incident. “He was arrested without violence by the Eris (regional intervention and security teams, editor’s note) around 5 p.m. There were no injuries and the detainee was placed in the disciplinary unit”, had indicated to the AFP the interregional directorate of penitentiary services of the Grand Est.

The detainee had climbed onto the roof of the Toul detention center “by accessing it by scaffolding intended for repair work on the roof”, specified the interregional management. “The tools used during the work were immediately evacuated by prison officers when he climbed onto the roof,” she added. The prison FO union had stressed that there were no “real demands” from the prisoner.
