Two deputies have tabled a bill aimed at prohibiting canvassing by telephone or email concerning training courses financed by the CPF. The goal is to fight against the CPF scams that have multiplied in recent months.

Patience, it may be over soon: a bill by deputies Bruno Fuchs (Modem) and Sylvain Maillard (Renaissance) was filed to this effect on Wednesday 24 August.
The goal, to fight against abuse and fraud in the personal training account. The two authors indeed explain that the success of the CPF gave rise to the emergence of certain deceptive commercial practices (aggressive canvassing in particular).
Prohibition of any type of canvassing
This bill has two articles: the first aims the ban on telephone canvassing, canvassing by SMS and emailconcerning training financed with the help of the CPF, while the second would promote the exchange of useful information on matters of fraud between the competent State services, the Caisse des dépts et consignations, and the information service Tracfin in particular.
In its annual report published at the end of July, Bercy’s financial intelligence unit explained that fraud in training schemes had represented a very significant part of its activity in 2021. Thus, the declarations of suspicion transmitted to Tracfin – alerts transmitted by professionals such as the CDC [Caisse des dpts, NDLR] or banks that suspect abuse – rose to 116 compared to only 10 in 2020. This represents suspected fraud of 43.2 million euros against 7.8 million euros a year earlier, underlined the cell of Bercy.

According to things, the measure will be discussed at first reading in the National Assembly on October 6, during a parliamentary niche dedicated to the proposals of the Modem group. The authors of the proposal hope for a promulgation before the end of the year.
