Trained in ecological transition, central administration directors express their desire to act

Personal awareness for some, confirmation of their fears for others and, for all, understanding of the need to act… This is the first assessment drawn up by the dozen directors of central administration invited by the Minister of Transformation and the Public Service, Stanislas Guerini, Thursday, January 12, to testify to their participation in the ecological transition training course set up for them. Three quarters of these approximately 200 senior civil servants have followed the first stages of training, the others must do so before March.

The process, presented on October 11, 2022, should lead all members of the State, hospital and territorial public services – i.e. 5.7 million agents – to be trained in ecological transition by 2027. After the directors of central administration will come the turn of the prefects then that of the 28,000 executives of the State civil service by 2024.

This twenty-eight-hour training consists, initially, of participation in two workshops, one led by La Fresque du climat and the other, called “2 tons”, which allows you to work on reducing your carbon footprint to reach the 2050 target of an individual footprint of two tonnes of CO2 emitted annually, whereas it currently averages nine tonnes. Field visits, to meet actors of the ecological transition, followed this first phase.

Awareness

Coming from the ministries of the interior, armies, justice, finance or even ecological transition and territorial cohesion, these directors have expressed their desire to translate this awareness into their sector. “In the satisfaction questionnaire they completed, 90% of them told us that they had become aware of new things, the same percentage expressing their desire to transmit this new impetus to their teams as quickly as possible”says Emilie Piette, interministerial delegate to the senior management of the State.

Everyone asked for better support. “How can State purchases really encourage green reindustrialisation, how will the economic sectors adapt? »asks Michel Grevoul, the director of state purchases (Bercy).

The topics covered in the workshops confronted each ministry with its responsibilities and possibilities for action. “We are told, we must reduce greenhouse gas emissions, decarbonize, but how do we translate these objectives at my small level, I who am faced with the transformation of the Renault factory in Flins, the oil industries in Rouen or to the harbor, worries Pascal Sanjuan, interministerial delegate for the development of the Seine valley. I have to be helped to digest the mass of information available in IPCC reports, climate plans, etc., and I sometimes feel lost. »
