The tax administration has decided to use artificial intelligence to automatically detect undeclared swimming pools.
The Directorate General of Public Finances would have carried out conclusive tests vis-à-vis the automated detection system for undeclared swimming pools. Based on technology based on artificial intelligence, the first catches are encouraging, since they have raised around 10 million euros. The tool should now be gradually implemented on a large scale throughout the national territory from September.
Conclusive experimentation
Baptized “Innovative Land” and developed by the consulting firm Capgemini, in collaboration with the behemoth Google, the device is able to identify any development from aerial images and automatically check whether it is legally in order and imposed as it is. should be.
The technology in question has been tested over the past year in 9 departments: Alpes-Maritimes, Maine-et-Loire, Var, Haute-Savoie, Ardèche, Vendée, Rhône, Morbihan and the Bouches-du-Rhône. Over this trial period, no less than 20,000 undeclared swimming pools were identified. In first place on the podium is the department of Bouches-du-Rhône, with more than 7,000 pools flushed out, followed by Var, which has more than 3,000.
With a future generalization to the whole territory, the gains on local direct taxes are estimated at around 40 million euros for the year 2023. Such projections mean that the project should reach its break-even point from the second year. A total cost of 24 million euros is estimated for its implementation over the period 2021 to 2023.
Extension to other constructions
Whether buried or above ground, swimming pools are subject to declaration when it is impossible to move them without demolishing them. They are thus considered in the calculation of the housing tax as well as that of the property tax.
Just like the swimming pools, other constructions would already be in the viewfinder of Public Finances. It is envisaged in the long term to make modifications to the technology used in order to detect other extensions which would not be declared correctly. By this we mean outbuildings, oversized garden sheds or undeclared verandas.
