Video showing pedestrians dragged by individuals in cars: a third individual in police custody

The images are very shocking and the consequences of these acts could have been dramatic. On Sunday, a video was posted on social networks before being shared and commented on thousands of times.

It looks like they are two separate sequences rolled into one. A total of 34 seconds in which two men successively appear clinging through the window of a car door, then pulled by another man seated in the vehicle with at least one passenger. The two pedestrians are then forced to run near the vehicle before eventually falling to the ground. Several reports were sent to the national police after the broadcast of this video, in particular through the Pharos platform. Here is what we know about these events.

According to a police source contacted by LCI Monday morning, the images were shot (for at least one of the two sequences) Sunday at the end of the day in the town of Noisy-le-Sec in Seine-Saint-Denis. It is still unclear in which streets of the town precisely they were shot.

Under the video, laughing emojis and the words: “giggles of the evening”?

In the first video, a man in a puffer jacket, white beanie and gray scarf is grabbed by the driver of a car, laughing. The latter seizes him by his scarf. We hear a“Oh” of amazement. The pedestrian is forced to run alongside the vehicle, before ending up on the ground. We hear the shock of the victim when his body falls on the asphalt. The vehicle continues on its way, the driver and his passenger laugh.

Same sequence on the second video. This time, the driver of the vehicle grabs a man with salt-and-pepper hair, wearing a winter coat and a black anti-covid mask. He seizes the hand of the pedestrian who, with his other hand, holds a packet of cigarettes while clinging to the door. Inside the vehicle, a man’s voice is heard shouting: “Wallah you are going to run”. The pedestrian exclaims:“Stop your bullshit! Stop, I’m going to fall”. The driver and his sidekick are hilarious again. One of them says:“Falls”. The pedestrian forced to run faster and faster near the car repeats desperately: “Stopped ! Stop bullshiting ! Oh fuck! Stopped ! Stop, I’m going to fall”. Then this man ends up letting go and collapses to the ground. The two individuals laugh harder and harder. They leave the scene leaving the victim on the ground.

An investigation has been opened of the heads of violence with a weapon in a meeting. A first victim appearing on the video and aged 64 has filed a complaint, the prosecution said on Tuesday. “She explained that on the evening of January 8 to 9, 2022, the authors had asked her for a cigarette. The day after the filming of the images and their dissemination on social networks, an individual was questioned by the investigators “A man was taken into custody on Monday,” indicates the parquet floor of Bobigny to LCI. Tuesday morning, Gérald Darmanin, indicated that a second individual was in the hands of the police.

“The driver filmed in the video was quickly identified by the local police. On January 10, 2022 at 5:15 p.m., he went to a parking lot, a meeting place set with the investigation services where he was arrested. A second individual present in the vehicle presented himself to the police station on January 11, 2022 where he was also placed in police custody” detailed prosecutor Eric Mathais on Tuesday.

At the end of the police custody measures, the two individuals were referred to the prosecution on Wednesday January 12, 2022 in the evening and presented before an investigating judge who indicted them.

The first was indicted for “deliberate violence resulting in incapacity for work of more than eight days, in this case 45 days in a meeting, with a weapon (the vehicle) and with premeditation” and for “deliberate violence not having caused by incapacity for work, in a meeting” and driving despite the judicial suspension of the driving licence.

The second was indicted for “complicity in willful violence resulting in incapacity for work of more than eight days, in this case 45 days in a meeting, with a weapon (the vehicle) and with premeditation” and for “complicity in willful violence not having resulted in incapacity for work, in meetings, in recidivism”. The latter was also indicted for “dissemination of images relating to the commission of an offense of voluntary attack on the integrity of the person”.

Both men have been taken into custody pending adjourned hearings to be held on Monday 17 and Tuesday 18 January.

A third person was placed in police custody on Thursday in Noisy-le-Sec (Seine-Saint-Denis). This man, the rear passenger of the vehicle, presented himself spontaneously to the police station on Thursday.
