For five years, Macron had sought to convince his peers of the need to develop the“strategic autonomy” from Europe. A concept that annoyed, especially in Berlin, before everyone finally got behind it. Faced with the Russian offensive, it is no longer an injunction, but an imperative urgency. Surfing on this new deal, the president intends to put the Europeans up against the wall. If they want to be taken seriously in this ambition, it will have to be funded. Hence the idea of ​​a new mutual fund, a ‘resilience and investment plan’, in order to cushion the cost of war for the Twenty-Seven while arming them for the future…
