THE application decree published at Official newspaper this Tuesday, April 30, formalized a measure that had been discussed for several months and which had aroused much opposition, particularly from unions. It is very unfair for employees who have the least income. Exceptions
This fixed contribution of 100 euros can be covered by the employer or by a skills operator. Several people will not have to pay it: job seekers, employees whose training is the subject of a contribution from their employer, people training as part of a retraining, those who use all or part of their professional prevention account.
Discussed as early as 2022, the measure was put back on the table in February, when the government announced budget cuts to make an additional 10 billion in savings, but in another form. The delegated minister in charge of public accounts, Thomas Cazenave, then favored a remainder of 10% of the cost of training.

An amount revalued every year
Ultimately, it was the flat-rate participation that was chosen. An option that will cost less for long and therefore more expensive training courses, unlike those of shorter duration. Also note, this amount of 100 euros could well increase over the years since the sum will be revalued every January 1, by decree, according to the monthly consumer price index excluding tobacco for households.
