However, for this measure to be put in place, it would be a question of harmonizing the allocation criteria with a common income scale for their allocation, which is undoubtedly a long project to put in place. According to France Info, the measure would also have the effect of eliminating the positions of employees of the Family Allowance Funds (who are not civil servants), today dedicated to the constitution and processing of these files.
What allowances would be affected by this payment at source?
The active solidarity income (RSA), the activity bonus, personal housing assistance (APL) and family allowances are the various social benefits concerned.
Regarding the RSA, another campaign proposal by Emmanuel Macron shocked many solidarity actors: that of linking the allocation of the RSA (565 euros per month) to a professional activity or training of 15 to 20 hours per week, which is equivalent to a kind of half-time paid much less than the minimum wage. Anti-poverty associations such as ATD Fourth World have denounced this measure as stigmatizing and reflecting an erroneous view of people living in poverty.
