what is the "sanitary pass" envisaged by emmanuel macron?

With a view to reopening public places such as restaurants, cinemas or sports halls, the government will meet next week to discuss the issue of the "health pass", different from the "vaccine passport".

Recently, Emmanuel Macron raised the idea of a "health pass", which should not be confused with a "vaccination passport ". This would make it possible to reopen restaurants, cultural venues and sports halls. closed for several months because of the Covid-19 pandemic. The government will meet next week to discuss the first tracks of this option and what it could look like.

The President of the Republic insisted that it will not be a "vaccination passport"since this would lead to inequalities between the vaccinated and those who are not, while for the moment, only 4.19% of French people received the first dose of the vaccine. "I feel that there is sometimes a lot of confusion on this subject. (…) If we manage to reopen certain places, we cannot condition their access to a vaccination, even though we would not have even opened the vaccination to people. younger", explained Emmanuel Macron.

The "health pass" would rather be based on the digital certificate thanAir France is preparing to launch on March 11 to travel to Overseas. "This will consist in having an application on which you can enter your negative PCR tests, your certificates of non-symptoms, if necessary the vaccination certificate … ", declared Jean-Baptiste Djebbari, the Minister Delegate in charge of Transport, on LCI.
On this model, a vaccination certificate or a negative PCR test would suffice to go to the various public places such as restaurants or cinemas. Unvaccinated people would therefore not be at a disadvantage. "The idea is to be able to reopen these activities safely and therefore to be able to trace, using these applications", added Jean-Baptiste Djebbari.

The app for this "health pass" could rely on the application All Anti-Covid but other solutions will have to be found because 23% of French people do not have a smartphone. In addition, this also raises the question of respecting medical confidentiality. Thus, the implementation of this tool "will ask a lot of technical questions, respect for individual data, organization of our freedoms " so, "we must prepare (it) now technically, politically, legally", said the head of state.

For now, we do not know if this "health pass" would allow travel throughout the European Union. One thing is certain, Emmanuel Macron hopes that European leaders will find an agreement in order to harmonize their entry criteria. "We must prevent each country from developing its own system " and that's why "work towards a common medical certification ", assured the President of the Republic.
