On Friday, July 22, the government adopted a measure authorizing the purchase of RTTs not used by employees in a tax-free manner. Good news for purchasing power, but which worries some on the issue of labor law and workers’ rest time.

A new measure in favor of purchasing power was adopted by the deputies on Friday 22 July. It concerns the tax-exempt purchase of RTT days when these cannot be taken by the employees, or when the latter do not want them. The measure is part of the amending finance bill, reports The Parisian.

Unused RTTs are now lost. Buying them out would offer employees a real gain in purchasing power, and employers are also in favor of it because it constitutes a lever for hiring and ensuring the smooth running of the company. The measure is now limited in time, from January 1, 2022 to December 31, 2023 and the redemption of RTTs would be capped at 7,500 euros per year.

Several concerns expressed

But not everyone will be able to take advantage of the measure. According to the study and statistics service of the Ministry of Labor (Dares), only 15% of full-time employees see their work counted in days. The majority are executives, bank and insurance employees or people working in companies with more than a thousand people.

The measure would therefore be biased and would not necessarily benefit the French whose purchasing power most needs a boost.

In the long term, the measure could be extended and no longer concern only employees in the private sector. This period, until the end of 2023, should make it possible to reflect on the system.
