The first social reform of Emmanuel Macron’s second five-year term and the first step in the government’s roadmap towards full employment, the Unemployment Insurance Bill was adopted at first reading on Tuesday, October 11, by the National Assembly, with 303 votes for, 249 against and 11 abstentions. Modulation according to economic conditions

By adopting this bill, the deputies allow the government to issue another decree, in order to once again change the rules of compensation. Measure announced by Emmanuel Macron during his interview on July 14, the modulation of allowances must be put in place at the beginning of 2023. With this system, the compensation of the unemployed will evolve according to the economic situation. “When things are going very well, the rules have to be incentivising, and when things are not going well, they have to be more protective”repeated several times since September the Minister of Labor, Olivier Dussopt.

If the indicators of the health of the labor market (unemployment rate, number of job offers available compared to the number of unemployed) and the parameters of the modulation have not yet been decided, Mr. Dussopt nevertheless specified the contours . It is thus excluded from touching the amount of the indemnities but “On the other hand, one can wonder about the conditions of entry into the scheme – six months worked out of twenty-four today – and about the duration of compensation”he told the Sunday newspaper, October 9. This scope will provide the framework for consultation with the social partners which should start the week of October 17, when it was promised for mid-September.
