The idea of ​​a percentage of 10% held the rope… but it will ultimately be a package of 100 euros, according to information from Les Echos, which refers to an arbitration taken by the Elyse. When? From spring 2024.

According to the daily The echoeswhich refers to information confirmed by a government source, it was decided that a flat rate contribution of 100 euros will be applied to each purchase of training financed via the personal training account (CPF), contrary to Bercy’s initial proposal which favored a percentage minimum of 10%.

Always according to The echoesthe Minister of Labor having not at this stage responded to requests for confirmation, this measure will come into force by decree from May 1, 2024. It should allow substantial savings for the state, estimated at 250 million euros for this year and 375 million over the full year. This saving is twofold: on the one hand thanks to these 100 euros less paid on each training course, and on the other hand thanks to the people who will give up using their CPF because of the remaining charge of 100 euros.

A diluted package in the event of long and expensive training

The Elyse’s choice to set a fixed price of 100 euros per training is considered less penalizing for the beneficiaries than Bercy’s proposal. However, this average does not reflect the disparity in training costs. This fixed amount will be mechanically less burdensome for long and expensive trainingbut could be discouraging or seem high for short and less expensive training courses.

The Minister of Labor, Catherine Vautrin, is responsible for presenting this measure to the social partners. Although arbitration does not leave much room for negotiation, unions could try to lighten the burden for beneficiaries.

The planned savings will significantly contribute to the economy objective of the Minister of Labor for 2024, which amounts to 1.1 billion euros out of the 10 billion euros in budget cuts targeted by Bercy, all ministries combined.
