A commenter under the post clarifies: Other analysis tools show around 96 percent utilization in the task manager as a much more realistic 4 percent. It is therefore a transposed digit in the task manager.

As WindowsLatest reports, you have to be patient for a solution. Nvidia is aware of the problems and they should be fixed with the next driver version.
