However, one user seems to have a solution: “Increase the priority of the process in Windows Task Manager: right-click, details, right-click again, priority. Then the CPU utilization of this process should no longer be limited”. The user suspects that this is part of the new “Green Power Delivery garbage” (as he puts it) that Microsoft has announced. And further: “By turning it up in stages until the stuttering stopped, I was able to fix my stuttering issues in Final Fantasy XIV. When everyone started mentioning that their processor was capped at 5% for every game, I got excited that got me thinking about the power limit.”

However, Microsoft has not yet confirmed whether this assumption by the user is correct.
