There is not yet a legal basis for additional reserve power plants from 2026. That is why the Federal Council covers the costs of project planning and preparatory work in the amended regulation.
The government wants to prevent anyone from wanting to invest in reserve power plants.
The Federal Electricity Commission Elcom came to the conclusion in the summer of 2023 that Switzerland cannot do without reserve power plants powered by oil or gas in the future.
The contracts for the existing reserve power plants in Birr AG, Cornaux NE and Monthey VS expire in spring 2026. A tender for the replacement has been running since the end of July 2023 and until mid-February 2024. According to the Federal Council, a decision has not yet been made on the legal basis for the supplementary reserve.

The contract with the temporary reserve power plant in Birr expires in 2026. The power plant is scheduled to be dismantled again at the end of 2026. That’s why new backup power plants are needed.

According to the Federal Council, potential project operators of reserve power plants are therefore not sure whether their costs for project planning and preparatory work will be covered. For this reason, the government has adjusted the regulation for reserve power plants. From February 1, 2024, any project planning costs for reserve power plants will now be covered by the federal government.
