Emmanuel Macron uses social networks to reach out to young people. Tuesday, November 2, shortly before 8 a.m., the President of the Republic posted a written message on Facebook to reveal the outlines of a measure intended to promote the professional integration of people under 26 years of age in a very precarious situation. The device in question was finally baptized “contract youth engagement”, a name which replaces those envisaged since the beginning of this project at the beginning of the year.
The executive’s communication on this reform was supplemented by a trip by the Prime Minister, Jean Castex, and several members of the government to a local mission in Vitry-sur-Seine (Val-de-Marne) on Tuesday morning. During their trip, these personalities were to provide details on this mechanism.
“I cannot make up my mind that several hundred thousand of you have been without a job for too long, often without resources. Without prospects ”, wrote the head of state. “To end this mess”, the power in place therefore creates aid which will come into force “From the 1er March “ 2022. ” All the kids (…) who, without training or employment for several months, will register [dans ce dispositif] will be able to benefit from fifteen to twenty hours of support per week to discover a profession, to train, to find an apprenticeship or a job ”, explains Mr. Macron.
“Logic of duties and rights”
Those who benefit from this solution will be entitled to “An allowance of up to 500 euros per month”. The payment of this benefit will be means-tested, but the young person will also have to demonstrate“Attendance” and accept “Activity offers” that will be made to him, adds the President of the Republic, in accordance with the “Logic of duties and rights” which he had defended in his speech of July 12. It was on this occasion that the Head of State expressed his intention to present “Commitment income”, a term which is therefore finally abandoned in favor of ” employment contract “.
Such a change in semantics is not trivial: it aims to cut short the idea that the government would seek to establish an RSA for those under 26: this option, Mr. Macron himself excluded because it would expose it to the criticism, expressed by the right, that the executive would pour into the assistantship.
“This employment contract complements and simplifies several measures aimed at young people in order to better train and support them in the world of work”, continues the President of the Republic. In the entourage of Mr. Castex, it is specified that Tuesday’s announcement does not correspond to a new device, as such, but to a reinforcement of the multiple tools that already exist. An allusion in particular to the “youth guarantee”, implemented by local missions for 16-25 year olds who are neither in school, nor in training, nor at work. An application will be launched so that interested parties can dialogue with their referent, who will follow them throughout their “journey”, which may last up to a year, or even eighteen months in some cases.
