In France, the pension system is based on a participatory principle. Working people contribute to finance the retirement of seniors. However, the amount of retirement allowances paid to a retiree varies according to the amount of contributions paid by the latter during his professional career. Some elderly people have made very little contribution and thus receive insufficient retirement or even no retirement allowance. However, they may receive a minimum income. The minimum old age, which is now called the solidarity allowance for the elderly (ASPA), is intended to guarantee a minimum income for seniors in difficulty.

Aspa: means test

To qualify, you must meet means test, be unable to benefit from a full pension and receive insufficient income. The resource ceiling to be respected is 9,601.60 euros per year for a single person and 14,904.90 euros for a couple. The amount of the minimum retirement age granted to seniors who meet the conditions for granting is capped since April 1, 2016 at 801 euros per month for a single person and 1,243 euros for married couples, civil partnership or living in common-law marriage. The amount paid is adjusted, within the limits of these ceilings, according to the resources of the applicant.

Request the ASPA

To obtain ASPA, the request must be made to the pension fund of the person concerned. Via form cerfa n ° 14957 which the applicant must complete, sign and attach to his cash register, accompanied by the corresponding supporting documents. In the event that the retired person does not benefit from any retirement, this request for assistance must be addressed to the town hall of his place of residence which will then take care of the transmission of the file to the competent service to benefit from ASPA .
