Buying a scooter with a “mobility title” is possible

For two years that it was in question, here it is finally on the rails. Since 1er January, companies have the option of issuing “mobility vouchers” to their employees to finance part of their travel expenses. Functioning as a restaurant voucher, this device takes the form of a prepaid and generally dematerialized card.

The official entry into force of the mobility title is coupled with another novelty: from January 1, 2022, the purchase of motorized personal transport devices (electric scooters, scooters, monowheels, Segways, skateboards, etc.) becomes eligible for the sustainable mobility package.

Before this date, several companies issuing restaurant vouchers, such as Worklife or Edenred, already offered solutions related to a mobility voucher. This system is only a means of paying the sustainable mobility package from companies to their employees.

Up to 600 euros in exemptions

Set up in 2020 as part of the mobility orientation law (LOM), the sustainable mobility package remains optional. It allows employers to reimburse their employees for all or part of their travel costs via alternative transport (bicycle, carpooling, etc.) while benefiting from an exemption from social security contributions of up to 600 euros per year and per employee (including the possible reimbursement of the subscription to public transport and the cost of fueling the vehicles).

The mobility voucher works like a prepaid mobility package, the management of which is entrusted to an external service provider. One decree published on December 17 came to clarify its field of application.

The employee can use it to pay for all or part of his subscription to secure bicycle parking, carpooling trips (including when the employee is a driver), self-service two-wheeler rentals, repairs, etc. According to the formulas offered by the card issuers, he can also use his ticket to finance part of his subscription to public transport or the cost of supplying his vehicle, without needing to advance the money.

Approval required

Above all, the trader must have obtained an approval from the Ministry of Transport in order to be able to be paid in mobility titles.
