As long as the corona numbers remain at a high level, the federal emergency brake regulates the corresponding measures. If the incidence then falls consistently to below 100 for five days, the federal states may take over again – and thus decide to relax. In some parts of Germany, incidence values ​​below the limit are already being reported sporadically, so that the opening discussions are picking up speed again.

Which federal state has already planned which corona easing? We provide an overview (as of May 5, 2021).

Baden-Wuerttemberg

The state is still struggling with high incidence values, but the first easing for Pentecost has been promised. According to “RND”, beer gardens and hotels could open over the holidays – but only in circles with low corona numbers. Health Minister Manne Luche should also consider easing in outdoor catering, retail and the hotel industry to be possible if the incidence falls below 100 for five days in a row. The openings should then be linked to test strategies and vaccinations.

Bavaria

Bavaria already has specific opening plans: From May 6, those who have been completely vaccinated and those who have recovered will be treated equally to those who have tested negative and will also be given special rights – compulsory testing and curfews will no longer apply to them. At meetings, they are not counted towards the maximum number of people.

It will continue from May 10th: If the incidence is stable below 100, outdoor restaurants, cinemas, theaters, operas and concert halls should be allowed to open until 10 p.m., as reported by “RTL”, among others. However, the current Corona rules apply here, as well as mandatory testing and appointment booking.

From May 21st, holidays in hotels, holiday apartments and campsites will be allowed again during the Whitsun holidays. However, the prerequisite for all openings is still an incidence below 100.

Berlin

In Berlin, the easing is still being discussed, but the current debate is whether to reopen outdoor restaurants from Pentecost if the incidence falls.

Brandenburg

In Brandenburg, too, outdoor restaurants are to be reopened at Whitsun, if the incidence continues to decline. In addition, according to “RND”, openings in sport, tourism and culture should be considered, but always linked to security concepts such as mandatory testing. Furthermore, model projects for culture and open-air events are up for debate if the corona numbers remain stable and low.

Bremen

So far, no relaxation is known in Bremen – unless you have been vaccinated twice for 15 days or have recovered from the corona virus. In this case, the test is no longer required.

Hamburg

In Hamburg the incidence has already fallen back to below 100, but the state still wants to remain cautious. According to “NDR”, a first opening schedule is to be presented on Friday.

Hesse

Here, too, the corona numbers are currently falling. Should the incidence fall below 100 in the long term, meetings of two households would theoretically be possible again and the curfew would fall. However, the state should advise this week whether the current corona measures will be extended. As the “Hessenschau” reports, the compulsory test is no longer required for those who have been completely vaccinated and those who have recovered.

Mecklenburg-Western Pomerania

Since this Wednesday, Mecklenburg-Western Pomerania has again offered a perspective for tourism: For example, fully vaccinated people should be allowed to make day trips to the state again. Vaccinated owners of second homes are also allowed to return. However, other tourist accommodation offers are still closed.

Lower Saxony

From Monday, May 10th, an opening plan is to begin in Lower Saxony: If the incidence remains stable below 100, retail, outdoor catering, tourism and outdoor cultural events should first be possible again, reports “RTL”. However, the individual relaxations are tied to regulations: In the catering trade, there is a curfew from 11 p.m. Tourist overnight stays are initially only possible with a test or proof of vaccination, and only for local residents. Cultural events may take place again under conditions outdoors. Two weeks later, further openings are planned.

Saxony

From May 10th, fully vaccinated people should have the same rights as those who tested negative. In addition, there are plans to relax tourism: if the incidence remains stable below 100, campsites and holiday apartments should be allowed to reopen on condition that contacts are recorded. If the value is below 50, other overnight stays, such as hotels and pensions, are allowed again if tests are made and appointments are booked. Then the outdoor catering is allowed to open again.

Thuringia

If the incidence drops steadily below 100, beer gardens should reopen. In addition, a new regulation is to come into force on Thursday, in which opening steps in tourism, body-friendly services and general outdoor catering are to be planned.
