The business audit commissions of the National Council and the Council of States make eight recommendations in their report on the Corona leaks: The overview,

  1. The focus should be on background discussions between communications managers and media representatives. It is believed that clear rules and guidelines should have been drawn up here so that it is clear what a background discussion is and what the content could be in order to explain a Federal Council decision. said National Councilor Thomas de Courten (SVP/BL) at the media conference on Friday in Bern.
  2. The second recommendation concerns the deletion period for emails in the federal administration. De Courten continued that access to these sources was very limited because they were deleted after the employment relationship ended. The recommendation is made that this deletion period should be checked internally by the administration, at least for management personnel.
  3. According to de Courten, a third recommendation includes determining what exactly constitutes an indiscretion so that this can be sharpened.
  4. As a fourth recommendation, one needs to know more about what the decision-making processes were within the Federal Council, since it was found that the Federal Council minutes were written very summarized and that the GPK was therefore no longer able to understand the decision-making processes exactly.
  5. A fifth recommendation concerns strengthening the training of communications departments regarding access rights to classified documents.
  6. Sixthly, the written co-reporting procedures should remain an integral part of Federal Council decisions in order to ensure quality.
  7. Seventhly, appropriate rules should be set for the debriefings that the department heads do with their staffs, as to what is recorded there or not and what can or cannot be communicated.
  8. Eighthly, according to de Courten, indiscretions should be discussed actively and promptly in the Federal Council.
