Ukrainian Security Council announces state of emergency

Ukraine is responding to the threat from Russia and is likely to declare a state of emergency. This allows curfews and arbitrary controls of people and vehicles. In addition, the arming of civil society is promoted.

In view of the escalating conflict with Russia, the Ukrainian Security Council has announced a state of emergency for the entire country. Security Council Secretary Oleksiy Danilov said in Kiev that this initially applies to the next 30 days.

Among other things, curfews are possible. Increased police presence and the right to arbitrary checks of people and cars would also be permitted. Parliament’s approval was initially pending, but was considered certain. Parliament must confirm the decision within 48 hours. The Ukrainian government had previously asked its citizens to leave Russia. The military also ordered the mobilization of reservists.

Use of weapons by civilians is imminent

A special state of emergency has been in force in the eastern Ukrainian separatist regions of Donetsk and Luhansk since 2014. In the first reading, the Ukrainian parliament also approved an amendment to the law that would make it easier for civilians to use weapons in self-defense. The final second reading could follow soon.

Earlier this week, Russian President Vladimir Putin recognized the self-proclaimed People’s Republics of Donetsk and Luhansk as independent states and ordered the deployment of troops. The West accuses him of violating international law. The EU and the USA immediately launched far-reaching sanctions against Russia. According to Western sources, Russia has gathered about 150,000 soldiers on the border with Ukraine.
