This time, teachers’ representatives matched words with deeds and signified their disagreement by sending a strong political message. While wage negotiations are nearing their end and on the eve of a major mobilization against pensions, all of the representative trade unions, including those less inclined to the empty chair policy, left, on Monday March 6, the second meeting devoted to the “teacher pact”, barely an hour after its opening.
This system, by which the government intends to offer teachers new paid assignments, according to the project formulated by Emmanuel Macron during the 2022 presidential campaign, has been at the heart of the showdown between Rue de Grenelle and the unions since the start of negotiations. , part of which also relates to an unconditional upgrade. The trade union front bringing together the FSU, the UNSA, the SGEN-CFDT, the Snalc and Sud Education – FO and the CGT already boycotting the meetings since January – jointly castigated, on Monday, a “an instrument that in no way meets the expectations of colleagues and the needs of the school”.
The spirit of the system presented on February 9 remains the same, despite strong opposition from representative organisations: from the start of the 2023 school year, teachers wishing to benefit from the remuneration provided for the “pact” will have to carry out additional missions. Some of them will have to be insured “in priority” : the short-term replacement in the second degree, and the intervention on the new hour of support in 6e for school teachers.
“The ball is in the ministry’s court”
Some adaptations were presented on Monday. While the Minister of National Education, Pap Ndiaye, had initially mentioned a volume of seventy-two hours per year to be entitled to remuneration, the ministry now provides for a “modular” pact, divided into three “slices”. The “minimum pact” would consist of twenty-four hours “in front of the students” (substitution, homework done, intervention in 6e…), paid 1,250 euros gross. Can then be added two other “slices” of missions to reach the “standard pact”, paid 3,750 euros.
However, the fundamental differences are in no way overtaken by these technical adjustments. All unions reject the logic of ” Work more to earn more “ and demand a revaluation “ambitious and without compensation for all staff”. Besides “gas plant” for establishments and the risk of aggravation of inequalities between men and women, the unions warn of the political blind spot of the workload.
