He thinks it is realistic that the planned regulation will come into the cabinet on Wednesday and receive the approval of the Bundestag and Bundesrat by Friday, said the SPD politician in the ARD. “It is our ambition that we will get this approval and that would also be right for the rights of the citizens.”

Vaccinated and convalescents should be exempted from curfews and contact restrictions, Scholz said. “We deliberately wrote this authorization to issue ordinances in the Infection Protection Act because we knew and wanted to make use of it.” It must be possible at the moment when it is certain that people who have been vaccinated twice “no longer carry a great risk of infection” To lift restrictions, said Scholz.

“See little basis for restrictions”

In an interview with the newspapers of the Funke Mediengruppe, Scholz added that it was important to him that a corresponding federal ordinance was strictly based on fundamental rights. “Restrictions on freedom of action are only justified if they serve to protect one’s own health and that of other citizens. Where that is not the case, I see little basis for restrictions.”

Scholz named the curfews as an example. “The Infection Protection Act already provides for exceptions to the exit restrictions: for those who look after relatives, come from work or do sports between 10 p.m. and midnight,” he said. “There is no getting around exceptions for people who do not endanger anyone because they are fully vaccinated. The arguments that are put against it do not convince me.”

Justice Minister Christine Lambrecht of the SPD had previously submitted a draft that the federal government intends to coordinate internally by “the beginning of the week”. Among other things, it provides relief for exit and contact restrictions.

In several federal states, the first relief for fully vaccinated and convalescents is already in place in the case of corona requirements. You no longer have to show a negative rapid test in retail stores, for example. The quarantine for travelers from corona risk areas can also be omitted.
