MEPs have maintained an article of the bill on renewable energies providing that the authorization to operate a wind turbine takes account in particular of “visual saturation” and the need to “diversify” energies, despite fears of “litigation nest” of the presidential camp.

Added in committee on the initiative of the ecologist Delphine Batho, the article provides that the authorization to operate a wind turbine on a territory takes into account the power of electricity production, the number of installations (…) already existing in the territory concerned, the need to diversify the sources of renewable energies locally and to prevent the effects of visual saturation.

Acknowledging a problem in some territories, Renaissance bill rapporteur Pierre Cazeneuve nonetheless proposed an amendment on Tuesday to delete the article, arguing that he was partly satisfied with existing law.

Above all, he argued that he was going the opposite of the bill to accelerate renewable energies, in first reading in the Assembly after adoption in the Senate.

The Renaissance deputy and ex-Minister for the Ecological Transition of Jean Castex Barbara Pompili warned against a contentious nest that all anti-wind turbines will use.

Delphine Batho, herself a former minister of ecology under Jean-Marc Ayrault, on the contrary defended a necessary measure to recognize the efforts of the territories, diversify renewable energies and get out of all wind power, judging that the initial bill does not in no way gave sufficient guarantees to respond to this problem of visual saturation.

She also invoked the desire not to let this question of saturation remain an argument for those who would like to prevent the development of wind power.

The deputies of the left alliance Nupes, the Republicans, the RN, but also a handful of deputies of the majority voted against the amendment of deletion of the rapporteur Renaissance, obtaining in fact the maintenance of the measure in the text.

During the same session, the presidential camp, on the other hand, rejected attempts by deputies to reinstate a Senate amendment, suppressed in committee at the Assembly, which instituted an assent from the Architect of the Buildings of France for any wind project located less than 10 km from a historic monument.
