discover the new conditions for granting the PTZ for 2023

While the Finance Law for 2022 seemed to indicate a change in the level of resources retained for the granting of a PTZ, a decree of December 27 unveils the conditions of attribution for 2023.

To obtain a zero rate loan (PTZ) in 2023, please bring your tax notice established in 2022 on your 2021 income. finance the acquisition of a new home or an old home under certain conditions. The granting of this assisted loan is subject to means testing.

For a PTZ subscribed until the end of 2022, the total amount of resources taken into account is the higher of the following two amounts: sum of the reference tax income for the penultimate year preceding the issue of the loan offer persons intended to occupy the main dwelling, or the total cost of the property purchase operation divided by 9.

The income retained remains that of two years ago

The Finance Law for 2021 had provided for the contemporanization of the resources taken into account, by stipulating that the total amount of the resources is assessed on the date of issue of the loan offer, according to methods fixed by decree, and this from the 1st January 2022. This change, difficult to implement, was finally postponed to January 1, 2023 by the Finance Law for 2022. But once again, nothing will happen. A decree of December 27, 2022 gives the new allocation conditions and terms of the PTZ, which therefore apply to zero-rate loan offers issued from January 1, 2023.

And once again, income for the penultimate year preceding that of the loan offer will be taken into account (i.e. those for the fiscal year 2021, declared and paid in 2022 for an offer made in 2023). As a reminder, the zero rate loan system was extended by the Finance Law for 2021 until December 31, 2022, then until December 31, 2023 by the Finance Law for 2022.
