It is the Grand Inquisitor, leader of the Inquisitors of the Galactic Empire (Source: Star Wars). They use the dark side of the Force, but were not Sith and hunted down the remaining Jedi Knights in the galaxy. They were trained by Darth Vader, but led by the same Grand Inquisitor. Ergo: middle management, if you will.

The Grand Inquisitor was previously seen in the animated series Star Wars Rebels. Recently, more and more of these hitherto exclusively animated characters have been brought to life with real actors.
