Ln September 3, 2019, the Paris prefecture received a report entitled “Collaborative diagnosis on the reception of women victims of domestic and/or sexual violence and the assessment of the danger in three police stations in Paris and the inner suburbs”. On January 27, 2022, after more than two years and four months, it is finally made public. This report, revealed by our colleagues from 20 minutes, is particularly damning in terms of the reception of victims of domestic violence in police stations. By publishing it today, the prefecture insists on its obsolete nature: “The reception systems have since evolved, this report does not describe the current reality of care in Parisian police stations. »
From the outset, the report of the survey, conducted by the Regional Observatory of Violence Against Women at the Hubertine-Auclert centre, recalls how crucial the reception of victims is: “The conditions in which women victims are received throughout this procedure are decisive for their protection and their legal course. »

Inadequate complaints
From September 2018 to 2019, however, the survey observes that confidentiality, for example, is rarely respected and that the first contact with the authorities proves, for many, traumatic. In most cases, the taking of complaints is “carried out in shared offices, with other taking of complaints”. The report also points to the inequality of the content of the complaint, too often focused on physical violence, “that is to say violence that leaves visible wounds”, omitting psychological, sexual or economic violence, as recalled by 20 minutes. The investigators also “observed on the part of the police services a difficulty in apprehending domestic violence as resulting from a relationship of domination: often, a romantic approach [et égalitaire] couple relationships remains.

When the report was published last January, the prefecture stated that “this diagnosis on the reception and care of victims of domestic and/or sexual violence […] constituted an inventory prior to the substantive work carried out since”.
