What does the provisional report of the General Inspectorate of Education, Sport and Research (IGESR) contain at the end of its audit carried out at the French Football Federation (FFF), since September 2022, at the request of the Minister sports, Amélie Oudéa-Castéra? The inspection mission led by Bruno Béthune interviewed more than a hundred people and issued, on January 13, a report to the justice system targeting Mr. Le Graët, under article 40 of the code of criminal procedure. This led the Paris prosecutor’s office to open, on January 16, a preliminary investigation for “moral and sexual harassment” against the boss of the federation.

While the administrative investigation focuses mainly on the accusations of sexual harassment emanating from former collaborators of the FFF against Mr. Le Graët, as well as on the controversial management style of the general manager, Florence Hardouin, in what circumstances and under what format Will the IGESR make its provisional conclusions before receiving, for a fortnight, the observations of the leaders in question?

According to the Ministry of Sports, this interim report will be sent ” simultaneously “ through “digital route to the personal addresses of their recipients with a secure download link” and by post. Under the “code of relations between the public and the administration, the interim report is unique, but each recipient receives an obscured version of the precise and characterized facts concerning the other people investigated by the mission”.

In concrete terms, Mr. Le Graët and Mr.me Hardouin will be the only ones to know the details of the parts concerning them. “The precise facts giving rise to Article 40 will not appear in detail in the provisional report, but a precise description will be made in the report submitted to the contradictory procedure with Mr. Le Graët”, says the ministry. Mr. Diallo and Mr.me Oudéa-Castéra will have a common version without the details concerning Mr. Le Graët and Mr.me Hardouin. “The IGESR nevertheless indicates that the common part of the report will contain sufficient elements to enlighten all the parties”adds the ministry.
