Energy renovation: the Île-de-France region reduces its aid to condominiums

The region’s decision to “refocus” the action of Île-de-France Energies “on tertiary buildings” provoked an outcry from associations and elected officials in the Ile-de-France region.

It is a decision which, just before the end of the year celebrations, went somewhat under the radar, but which is the subject of an outcry from associations and elected officials from the Ile-de-France region. On December 15, the Île-de-France region announced in a press release “recenter» the action of its semi-public company (SEM) Île-de-France Énergies, specializing in supporting condominiums in terms of energy renovation (audit, work program design, financing plans, site monitoring, performance monitoring…), “on tertiary buildings“.

With this in mind, Île-de-France Énergies explains that it is getting closer to the company Île-de-France Investissements et Territoires, a “property company specializing in business real estate in the middle and outer suburbs“. Financial reasons seem to explain this reversal. “Faced with the recurring financial difficulties encountered by SEM Énergie, the objective of this operation, which will be carried out in 2023, is to promote synergies between these two semi-public companies majority-owned by the Île-de-France Region.», justifies Île-de-France Energies.

On the side of the associations, this decision does not pass. “A shametweeted Anne Bringault, program coordinator at the Climate Action Network. “In the midst of the energy crisis, the Île-de-France Region is cutting the resources allocated to the energy renovation of housing! Stopping a tool that had proven itself for the efficient renovation of condominiums is so contrary to the general interest“, she lambasted. Jean-Baptiste Lebrun sees there “a fault” of the region. “The Île-de-France Region has decided to stop one of the most relevant tools for the energy renovation of condominiums when the needs have never been so urgent and Île-de-France Énergies has accumulated so much know-how precious“, noted, bitter, the director of the association CLER – Network for the energy transition. “It’s hard to imagine a political choice as stupid as this Valérie Pécresse!“, was carried away Manuel Domergue, director of studies of the Abbé Pierre Foundation.

Same anger among some elected Ile-de-France officials. “On behalf of the City of Paris, I voted against this reorientation, incomprehensible when condominiums have never needed so much support in the face of soaring energy prices.“, said on Twitter Antoine Guillou, deputy mayor of Paris in charge of human resources, social dialogue and the quality of public service. “While the energy crisis weighs on budgets, that without energy renovation nearly one in two homes will soon be banned from renting, what is Pécresse doing? It cuts aid for the energy renovation of condominiums. #IDF Rampage“, for her part regretted Céline Malaisé, communist regional councilor of Île-de-France.

Contacted by France Inter, the entourage of the president of the region Valérie Pécresse stresses that the activity of Île-de-France Énergies “never managed to be profitable and remained in the red while it was recapitalized“. The new chairman of the management board of the SEM, Olivier Pagezy, for his part assures the World that “individuals will be helped by subsidies”and banks in their energy renovation projects.
