Entry into training of the unemployed at a historic level

Policies for training the unemployed continue to gain momentum. In 2020, the number of actions taken to increase the qualifications of job seekers amounted to just over 1.116 million, according to data released on Monday April 12 by the labor ministry. This is’“A level never reached in France”, we assure Rue de Grenelle.

This record is largely attributable to the Skills Investment Plan (CIP). Presented a few months after the start of Emmanuel Macron’s five-year term, this ambitious program, funded to the tune of 15 billion euros, intends to train, over five years, a million individuals without activity, little or no qualified, and a million young people removed from the labor market.

At this stage, half the road has been covered, the number of training entries within the framework of the PIC standing at nearly 1.08 million (for an initial objective of two million, therefore). The system suffered from the crisis since those who benefited from it in 2020 represented a workforce down 19.6% compared to 2019. However, the government expects a sharp rebound from this year, which should translate into 1 , 04 million training actions over fiscal years 2021 and 2022. Already, “The bet is held”, says Carine Seiler, High Commissioner for Skills, in charge of piloting the PIC.

Improvement among the low-skilled unemployed

Apart from the skills investment plan, there are some 1.9 million unemployed people entering training, between the start of 2018 and the end of 2020: these are measures financed by regional councils, Pôle Emploi or job seekers themselves who have used their personal training account (CPF) independently. In total, during the last three years, nearly 3 million training actions have therefore been given to workers looking for a position – many of whom were at odds with the corporate world.

Thanks to the efforts made through the PIC and through other existing systems, the proportion of job seekers accessing training increased slightly to 16% in 2020 – three points higher than in 2017. This trend of improvement is observed, among others, among the low-skilled unemployed – that is to say those with a level below the baccalaureate – but it waned last year, since the rate of he access to training for this category has lost two tenths of a point in one year (to 15.4%) while remaining above that observed in 2018 (13.2%).
