The measures were expected, four months after the urban riots which shook France last summer following the death of Nahel. It was in an amphitheater at La Sorbonne, in front of mayors who faced this violence, that Prime Minister Élisabeth Borne unveiled the government’s anti-riot plan on Thursday. Élisabeth Borne announced Thursday “an envelope of 100 million euros” to “help with the repair and reconstruction” of buildings affected by the riots at the beginning of the summer, “in addition to insurance compensation”. “We are at your side,” assured the head of government during a speech to mayors presenting government measures to respond to the urban violence that occurred after the death of young Nahel in Nanterre.
Supervision by soldiers will be considered for certain young delinquents
A “supervision of young delinquents by the military” was going to be considered after the riots which engulfed France last June. Detailing the measures that the government intends to take to combat urban violence, Élisabeth Borne added that parents, “separated or not”, would be “financially responsible for the damage caused” by a minor child.
“We will propose to Parliament that parental responsibility courses or community service sentences could be imposed on parents who evade their educational duties,” she also indicated.
Police officers, magistrates and social workers will be deployed together in certain neighborhoods
Élisabeth Borne announced Thursday the establishment of “Republican Action Forces” which must “concentrate resources in a neighborhood” in terms of security, but also for judicial, educational or social responses”, with initial deployments in Besançon, Valence and Maubeuge by the end of the year.
The Prime Minister, who spoke in front of mayors to present measures intended to respond to the urban violence of the beginning of the summer, took up a proposal from the 2022 candidate Macron who intended that these “republican action forces” composed of police , judicial police officers, finance officials, educational staff and social workers, contribute to securing neighborhoods.
The head of government also announced “a new national plan to combat drugs”, a “matrix of all delinquency” and “the cause of much violence”, in particular to “improve the recovery” of fixed fines for consumers. Élisabeth Borne also proposed to “give municipal police the possibility of carrying out certain judicial police acts”, under the control of public prosecutors and for mayors who wish to do so.
Responsibility of parents of delinquents
Elisabeth Borne also advocated greater accountability for parents of minor delinquents, with “parental responsibility courses” and community service sentences for parents who evade their educational duties.
“We are also going to create a citizen and family financial contribution that minors and their parents will have to pay to victims’ associations,” added the Prime Minister, saying she also wanted to ensure that when a minor “has caused damage , both parents – whether separated or not, whether they live with their child or not – are financially responsible for the damage caused.
