Evreux, low prices at the gates of Ile-de-France

Normandy at the gates of the Paris region, Evreux did not wait for the Covid-19 pandemic to attract Parisians looking to disconnect, with its 200 hectares of public green spaces and its shops. And these months, despite the gloomy real estate context, the agencies surveyed indicate that they are making approximately as many sales as in previous years.

Prices in the municipality are falling slightly (−2.5% over one year, according to MeilleursAgents). They are relatively accessible, with an average square meter at 1,762 euros for apartments, 1,889 euros for houses. But they can be higher if you are looking for a property in the Saint-Michel district (2,300 euros). “The area is very green and right next to the city center”notes Julien Ibarz, of the L’Adresse agency, in Evreux.

Enough to afford a detached house a little over an hour from Paris by TER, from Saint-Lazare station. “This proximity to Paris pleases buyers”, notes Mickaël Benoist, director of the Laforêt d’Evreux agency, specifying that individual houses represent 70% of his agency’s sales. Especially old houses, because new constructions suffer from the desertion of first-time buyers on the accession market: “It is mainly them who buy to build, but the rise in rates has forced them to postpone their project”observes Laura Dubuisson, regional delegate of the Federation of Real Estate Developers (FPI)-Normandy.

For apartments, buyers are also often investors, with on the one hand those who bet on the city center and seek to invest their money in the long term in real estate, on the other hand those looking for immediate profitability, ready to afford real estate. This second option “of great interest to people wanting good profitability, a three-story building with four or five apartments and commercial premises on the ground floor can sell for around 550,000 euros and offer a profitability that exceeds 7% gross”explains Béatrice Goueffon, director of the Orpi Select Immo agency.

High local taxation

These purchases are concentrated in the Navarre district or in the center, popular with younger people. Evreux is slowly becoming a student town. Between 2015 and 2023, the number of students in the urban area increased from 2,200 to 4,500, in twenty establishments, according to data from Intercommunalité de France, an association bringing together local authorities. Started in September 2023, work on the future Paramedical Training Institute (nursing teaching school) should make it possible to accommodate nearly 600 additional students.
