They no longer count the days to wait to be compensated. The victims of the explosion in the rue de Trévise should however very quickly obtain satisfaction, while the City of Paris said it was ready to sign the framework compensation agreement a few days before the commemorations of the tragedy.

During a mediation meeting organized on this subject this Wednesday, January 5 in the presence of the lawyers of the other parties involved and of the victims of the explosion in the rue de Trévise, the Paris municipality announced that it was ready to sign the framework agreement. compensation, which it provides in the amount of 20 million euros.

The mayor of Paris, Anne Hidalgo, was to ask her lawyer for the framework agreement to be signed on Wednesday. In addition, the Parisian councilor must receive the victims this Friday, January 7, some of whom say they have been forgotten for months.

An interview that comes less than a week before the third commemoration of this gas explosion, which left 4 dead and 66 wounded rue de Trévise in the 9th arrondissement of Paris on January 12, 2019.

A “matter of days”

However, all is not settled, assures the Parisian municipality, which recalls that it is not the only one to have to sign this framework agreement of compensation for it to be effective. According to her, the signature therefore remains a “matter of days”, the time that “everyone signs”. However, some insurers are still opposed to the principle of specific damage.

For Linda Zaourar, president of the association Vret (Victims and survivors of the explosion in the rue de Trévise), this specific damage would nevertheless make it possible to promote trauma such as “fear of gas, fear of the road, of to have been confronted with death ”or“ the fact of having waited three years ”for compensation.

For its part, the Paris municipality is proposing an increase in the damages provided for by the Dintilhac nomenclature in order to integrate the “exceptional nature” of the explosion, and this, in place of the specific damage.

Amounts paid within two months?

In a letter, the first deputy to the city of Paris, Emmanuel Grégoire – who had promised in October to release 20 million euros to supplement the framework agreement for compensation -, for his part assured that the payment of provisions will not have to be voted in municipal council “for all the victims whose damage is not consolidated, as well as for those for whom an agreement is not immediately found on the amount”.

Thus, the City will be able to advance “80% of the sums without going through the Council”, which will rule only on final transactions, specifies the City, which undertakes to pay the sums within a maximum period of two months.

While the estimate of the total property and personal injury amounts to 200 million euros, according to Linda Zaourar, the town hall “will have to complete at a time” even if the 4 other parties involved in the explosion in front of 6 rue de Treviso (the condominium manager also indicted, the gas distributor GRDF, the insurer of the Generali union council and the construction company Fayolle) also add to the fund.
